Ain't no reason not to help resurrect quicksilver. In fact if Madelyne gets involved, there might not even need to be any reality warping involved.

I don't think quicksilver needs to be gender bent. The wiki list power manipulation as part of Wanda's power set. So I don't see why Thaddeus couldn't borrow super speed, give it to someone else, then give it back, or just look at his DNA and just remake the power outright.

The wiki does just say, that Wanda has bestowed quicksilvers speed to Darcy Lewis temporarily. Can Thad gain powers if they're temporary? I think he can because of Emma's diamond form. I think Thaddeus would at least have to meet someone to be able to copy their powers this way, and there's wording like "to some extent" describing that power.

I see the appeal of the first option, but I feel that would be out of characters for Wanda.

I say have Wanda ask for help with bringing Pietro back, since she's just had proof presented to her that asking nicely for something can actually make it happen. Will Thad & Rogue agree to her request? Maybe...or we'll have to decide based on how Cam writes Wanda making the request and explaining her reasoning if the vote holds the way it is right now.
