This is an interesting effect of watching all of Clone Wars first. In real time, this was our introduction to Gar Saxon, while you've already seen him in the Siege of Mandalore where he was most notable for killing Almec before he could tell Ahsoka about Palpatine's entire plan. Which of course meant that story had to leave him alive so he's simply taken prisoner, and presumably Palpatine arranged his release among the people he could make use of after creating the Empire.

Saxon’s first appearance, as I recall, was in the comic that was supposed to be a four-part arc on the Clone Wars. I imagine that during the events of the arc, Saxon caught the eye of Darth Sidious, and he made a mental note of, “Once we take this planet, we’ll leave that one alive. We can use him.”
