Ok even having some of the context of the whole conflict started, this guy is crossing every line! I have to deal with people like him and believe it's not fun, they are so good in being manipulative and looking "not dangerous" that you know something is off but you can't exactly tell "are you sure do that?" "Oh maybe you loose it" "Oh believe I did it maybe you haven't see it yet" "you like you job right so better play nice" "oh don't worry I would do it but first do this for me" "why isn't better these way? It's easier no need for the permit" "you don't want to get into troubles right?" Especially is extra hard when the person they are steeping on is of gentle not confrontational character. Like I'm sure and I mean really sure that what they are doing in the library is very not allowed, and I dare to say rude, an low key illegal cuz where is you order guy? Hmmm? Show her the paper! I love the angry face of Kaede something tell me she have experience with dealing with these kind of people.
