It's mostly just a joke, though it's based on the real reason why actual cats like it when you pet "the spot", for females cats in particular it reminds them of what happens when being mounted, so... it's helping them get their rocks off.

Yes, Drazgon, you’re right—just as Flora says in the panel that Tom refers to in the description. If you get the chance to gently stroke a cat’s back during a calm moment in rl and touch the base of its tail, you’ll often see it arch its back and start to purr. Cats just seem to enjoy being petted in that spot and will usually ask for more. I’m not exactly sure why, but it clearly feels good to them. Surprisingly, I've met a few girls who have a similar response to being skritched in an anatomically similar spot... Fortunately, we were all fully clothed, at the time, but with a couple of them, that didn't last too long...
