I think the primary goal of pants (nowadays) is to cover genitals, with keeping the legs warm as a secondary purpose. So C is right out unless there's another garment specifically for that for dragons. D is a whole body suit, and would be very difficult to take off. It's out. B works, but looks silly by itself, and a top would also not make it look less silly. B is out. It's gotta be A. A is a little odd, but it fills the same role as pants for bipedal creatures. Reni could augment it with a 'top' (more like a 'front') to cover her front legs and chest if she feels like it would look nice. Of course if it's for sexy purposes, then it's C all the way.

When answering this question you have to ask yourself to define pants. Is it simply leg coverings? To protect the a certain... Body part if you get my meaning from the weather. A fashion statement. All these will give you different answers. I personally say A. And to everyone that's saying C, shame on you that's just leggings! Not pants.

The primary purpose of pants is to cover the unmentionables, including the rump. For this reason, B is improper, and C is simply leggings. A serves fine, and D goes far in the other direction. However, C and D both present an interesting side conversation: Should the tail be covered as well?

Selection A most properly looks like Dragon Jeans. D is more of a jumpsuit, C is leggings, and B is just silly, with no way to constrain it to the body. The tail should remain uncovered. Jeans work/look proper because only the knees and hips need to move, but tails are far too flexible to be covered: it would be very restrictive and uncomfortable
