She may be of legal age, but her cognitive skills relative to humans, Keidran, or Basitin of her age are woefully underdeveloped. I'm not sure how the details of laws and taboos in their world may differ from ours, but if she cannot communicate consent by voice or by signing, I'd hazard a guess that intimacy would be forbidden.
