So can we assume this is more a magical illusion via mask that transformation magic, with only her face and extremities being changed or is this full on species swap via magic? I would assume the latter since the whole full Lynx transformation concept seemed novel to them. Also if they have this kind of magic...it only stands to reason Templar Agents could easily alter their face as Humans...

I'm thinking it's probably an illusion, possibly a very good illusion, but one nonetheless. Perfect transformation is rare as it is, so applying it to objects would be a pretty specialized skill. Imperfect transformation is painful and takes a minute. Unless they've got a resident dragon to enchant the masks it's probably more efficient to make a very convincing illusion
