Hi Alyssa! I’m gonna be the “comic book correspondent” real quick. The blonde haired woman, Viper is a member of HYDRA in the comics. She goes by Madame Hydra (She also sports green hair and specializes in poisons. She has no powers). Due to distribution rights at the time, they couldn’t use the HYDRA angle. They only used the name, Viper itself. In the movie, Viper is technically her own character with no ties to HYDRA. You have to keep in mind, this was still before Disney bought 20th Century Fox. So ALL of the X-Men movies have no ties to the MCU until AFTER Dark Phoenix and New Mutants.

The reason why everything is so disconnected is because Marvel as a comic book company was going bankrupt in the 90s. To try and keep themselves above water, they had to sell off character rights. 20th Century Fox got the X-Men, Daredevil, and the Fantastic Four. Sony got Spider-Man and Ghost Rider. Universal got Hulk.
