My dad used to work in Matamoros and they had an indoor parking bay for foreign workers because the cartel started smuggling drugs by breaking into trunks and stashing them there then waiting until they got home and then breaking in and taking them out.

First off, Ultron was not a result of the Avengers having super powers... That was all Tony Stark, billionaire technocrat, taking his own initiative to create an AI super-being. Government oversight of superhumans wouldn't have helped that anymore than it has helped with Elon Musk. It's way more likely that government oversight would lead to an X-Men style attempt to outlaw and purge all superhumans, cuz humans fear what they don't understand, by default.

I was just going to say exactly this: the Accords wouldn't have prevented Ultron, especially given that Tony (a) wasn't wearing a suit at the time so he had no superpowers and (b) he outright said he wasnt going to speak to the rest of the team about it because he knew they wouldn't have approved. Ultron and the whole Sokovia debacle was Tony's fault; the rest of the Avengers were just doing what they could to clean up his mess.
