I dont wanna give any spoilers away, so ill keep this vague. There may be things characters are referring to that we haven't seen in the game OR in the show....yet. So give the show some time to cook and things that seem to not make sense now may make sense later.

I do think the conversation with the Gail is a bit weird. I think Tommy is referring to Joel being cruel in general as lashing out but what Gail says is just flat out wrong. Nature is a very shaky and weird topic in behavioral psychology and to say that nature does most of the work in forming a person's identity as if it was determined by DNA and genetic predispositions is crazy to me. The way I think about this scene is that Gail is simply severely biased in this situation due to her hate for Joel which is deflected off of his specter towards Ellie. I don't know if its bad or good writing because she's clearly being a bad psychologist but also her behaviour makes sense to me in the context of the show.
