I would have a backpack on me in the middle of the night if I had stuff I wanted to carry with me. It never occurred to me that someone might steal a backpack. Like, if I left it unattended, sure, but I'm under the impression this thief stole it off the person's back. God, that seems improbable. Surely, the person wasn't wearing that backpack

After the opening panel, we see Dorothy further away—and thus smaller on the screen—than the thief. This is not how one sees a super-hero. Dorothy has the discipline to train for the job, but she hasn't done it as of yet: the clothes do not make the woman. I'm toying with the interpretation that Dorothy may be trying to be her own hero by donning the costume of her presently-inactive hero. She was her own hero in her pre-presidential days, and this may be a comfort zone for her.
