You can get the NICAP hat through that organization, which actually exists. Max's hat implies he's working with the National Investigations Committee On Aerial Phenomena (NICAP), along with the other real-life UFO groups Max name checks: MUFON (the Mutual UFO Network), CUFOS (the Center for UFO Studies, and SCICOP (the Committee for the SCientific Investigation of Claims Of the Paranormal). All of these groups were different flavors of civilian "average people" groups who were interested in UFOs and thought the government either wasn't doing enough to investigate UFOs, was too secretive about UFOs, or wasn't doing enough to prove UFOs weren't real. They all still exist except SCICOP (now known as the Committee for Skeptical Inquiry or CSI), though NICAP has been disbanded and refounded a couple of times since they started up in the 1950s. This show did such a great job of swirling its toes around in the pool that was 90s-era conspiracy lore. Max name-checking Omni Magazine and the Gulf Breeze sightings gets me every time. :D

If someone has a seizure definitely don't do what Mulder did! Just give them space and remove anything that might hurt them. Don't ever hold them down because it can cause injury.
