Just as a note: undead doesn't mean a skeleton or a zombie. It refers to any creature that you can consider dead but still walking. It includes vampires, ghosts, mummies and anything like that. And, as others pointed out, the line about congress dancing just means that they dance around the issue without solving it.

"congres often dances but not progress" means that they debate too much and take too long to reach for a conclusion, so once they had an answer it could be too late.
