I love how extreme the contingency for Yogiri are. They literally put explosives in the heads of the scientists who knew about him to kill them if he were to unseal his powers (I assume the "gate opening" means that). The vampire lady Lain did something similar by not giving her clones any memories of Yogiri so they couldn't trigger him by having killing intent, I assume it's the same thing with the explosives: If no one knows about his powers, it's slightly safer for everyone since he is less likely to be triggered.
