Kicking off the first few items of April with some extra-long item descriptions!

This artifact belonged to the last Lord of Glass, a ruling figure from the City of Oathea. As it reabsorbs the magic of Oathea, it powers up and becomes stronger. So in exchange for destroying a Rare item, you get additional benefits! Some Oathean Sand is also a one-use item, so it's up to players to decide what to use the sand for.

I am in love this mechanic design. I love things that force you to make meaningful decisions. I also love how this powers up (similar to Wildemount's artifacts) - it's all dependent on how much sand you obtain, and the cloak's abilities and DCs increase accordingly from an uncommon rarity level to the artifact level. You can give this to your low-level players to start off a pretty devastating campaign.

The cloak's sand color also changes as it absorbs more magenta-colored sand. As the cloak grows in power, the extra charges lets you spend more charges to deal more damage with a basic ability (Sand Blast), eventually up to a devastating Sand Storm. If you use this OP final ability, you're sure to invoke the ire of whole cities of people, or even the gods.

GMs beware and be sure to not give out too much Oathean Sand to your players!
