Pennywise can shapeshift he shifted into Marty that whole time luring them.. so matty wasn’t working for him he was actually dead Pennywise can just shape shift. That also plays into how he can cause visions so you really don’t know if it’s him messing with your mind or it’s actually him there taking a different form

Aight so quick lil info dump to not get confused, Pennywise doesn’t NEED fear to eat he just prefers it , he’s also able to turn into things/people and he’s able to be in multiple places at once and gives folks hallucinations of their fears
