Maybe? I've definitely been critical of some of the designs for characters like Momo or Toga, but I think it's slightly insane to compare that to some of the stuff in current One Piece.

It was in reference to the world that MHA introduced. Pretty much everyone has quirks including the villains. I think anyone would struggle to be a hero without a quirk in the MHA universe
