Not a woman, but I'm pretty sure stockings are very common for woman to use and generally doesn't have to mean sexy time. Here in Finland you can get some selection on pretty much every grocery store.

Well most women that wear a skirt wears stockings. Especially in a professional setting etc. Even if you don’t see them as they might be nude. Also the thing about stockings is that they tear super easily. Most are one time use only.

I love stockings/leggings bc warmmm <3 but yes they also are great if you just don't feel like showing leg/can't in a professional setting. It's worth mentioning "leggings" weren't as much a thing as stockings and still aren't as much in Japan as in westernized culture like US. Though this is Europe, not sure how much Araki gets to know these kinds of things
