why do you think Choso calls Itadori his brother? Choso explained last season that he has a mother and 2 fathers one of the fathers is a cursed spirit and the other is the man that mixed his blood into the affair he also has the ability to feel if one of his brothers is dying, when he was about to finish off Itadori he felt the same connection to him -"how dare you make me try to kill Itadori? Mi little brother!"

Considering they basically said the same thing, word for word, but just named a different location, I'm assuming the person they're looking for can control people and these two are just puppets under this persons control. So this person they're hunting is like a spider, and trying to guide our boys into different traps on their web.
