Blackbeard got Ace captured and became one of the seven warlords. The government announced that Ace will be publicly executed by the marines/goverment. The possible war is between Whitebeard and the goverment/marines at this execution because Whitebeard isn’t going to let Ace die like that. The seven war lords are at the disposal of the govt/marines so they will called into action. Which includes Blackbeard, Mihawk, Doflamingo, etc.

Some Marine reported to Garp one or two episodes ago that Rayleigh wasn't being recognized by the public on Sabaody. Everyone there just thinks he's some old man, and since he's retired on this archipelago Rayleigh actually prefers to stay anonymous. As for Doflamingo, he's basically like a kingpin. The auction house is one of many side businesses he owns that just runs itself and he just takes his cut of the profits. So Doflamingo probably isn't informed of how things are going or who exactly is being sold unless it's some kind of emergency. So with all that considered it makes sense how such a legendary pirate got in this situation without anyone noticing.

Many people always assume that the pirates are the good guys because of luffy and the crew but like 95% of the pirates are just scumbag murderers sailing around, raiding islands and killing people. And the marines are fighting those guys for the sake of the civilians, sure there are also bad guys in the marines but in the great scheme of things there are way more "good" people in the marines than pirates

Ron you’re definitely right on the Marines being extremely powerful but you gotta remember Garps explanation on what the Four Emperors are - The mainest reason the 7 Warlords exist is to make sure the Marines have enough power to even take on just one of the Emperor Crews The Admirals being brought into action means they can mop up the pirates for sure but the same can’t be said about any of the Emperor Crews or someone like Rayleigh for example The Emperors you have met so far are…Shanks (The Red Haired Pirates) & Whitebeard (The Whitebeard Pirates)…and there’s two more left Btw if you’re wondering why Rayleigh isn’t an Emperor, he simply retired from the Pirate lifestyle as he already stated

Btw Ron, regarding the thing about Disco not recognising Rayleigh to report it to Doflamingo or the Navy…. if you look back on when Garp was getting a report about Rayleigh being sold in the auction house…that was highly likely Disco who reported it Garp then told the Navy officer who was reporting it to him in his office to not tell Sengoku or anyone else & that he’ll deal with it And in this episode Law mentioned to Luffy that the Marines are already here & that he doesn’t know who they were after but they definitely didn’t expect someone to strike a Celestial Dragon That’s an indication that the ones outside were waiting for Rayleigh & were sent in by Garp And the reason Garp didn’t wanna tell Sengoku or anyone else about it is likely cuz he sent in a weak force so that Rayleigh can go about his business lol (but thats just how I saw it...you can see it for how you think)

So a thing I think you guys are misunderstanding about the warlords is that yes the warlords work for the government but not directly. They basically get free reign to be pirates and do pirate things without government interference at the cost of being on call for anything the Marines may need. So while doflamingo was running a human trafficking ring that the government may or may not have been aware of, it doesn't necessarily mean they he's doing it for them.

The warlords aren’t directly working for the government like marines do. But when they call they have obligations. And the warlords basically have immunity to do what they want for that trade off. Like how Moria was doing what he was doing. Crocodile in alabasta. And what u just saw with Doflamingo and the human trafficking. As far as Rayleigh. He’s extremely well known the problem is he’s of an old era. 22 years to be exact. So all the current people don’t recognize him because his wanted poster is way outdated and he’s juss old now while everyone else is younger. That’s why garp laughed when he heard he was being sold as a slave. U gotta basically be tapped in to know of him atp

It has been many years since Rayleigh has retired as a pirate after Gol D. Rogers public execution. The older generation may recognize Rayleigh but not the new generation. Those that recognize Rayleigh in the new generation either know him as he was a famous strong pirate or those that respected him. And Rayleigh has been lying low since he retired so his Wanted poster is not updated after so many years. As for the Warlord Doflamingo and Disco guy in charge of the Human Auction house, the Disco guy did not recognize Rayleigh and Doflamingo clearly does not care for the Auction House anymore since he was saying it was outdated. Also it was the Marines who announced Ace’s execution and summon the Seven Warlords of the Sea, anticipating that WhiteBeard and his entire crew will attempt to stop it.

But for now, just to summarize what you've already seen in this fight: - Law stretched out his hand and said "Room," and then this large bubble appeared. After that, Law drew his sword and cut off the Marine's head. Then he raised his fingers, said "Shambles," and swapped the head with a cannonball. And as I already said, what exactly his powers are and why this head could still speak will all be explained over time

The six powers that the marines use are all "physical" types of attacks. Haki is more to do with someone's spirit, or strength of will, though physical training is also necessary to master it.
