I'm going to guess and say that there is only one way to make the key but that its also only for drastic circumstances. My understanding is that the key was only made for the event that the Royal family had been comprised and was corrupt. Assuming that would lead to a end of all reality , its less of a sacrifice for the 100,000 souls than it is for all of existence. Thats my guess .
