Tony Gilroy is on the record stating that Syril is his favorite character, specifically because he represents how fascists eventually “eat their own young”. Its not hard to imagine him having been a real force for good had he not been so absorbed in devotion to a government that lied to him.

The entire "Who are you?" line was - an experiment. I saw 2 interviews - one with Cassian (Diego Luna) and one with Syril (Kyle Sollar) - and there wasn't a scripted line for that ending, so Diego just kept trying different lines, and "Who are you?" resonated SO HARD it made Kyle simply stop working. It flatlined the ACTOR. The shattering realization that the point of his entire life's obsession for YEARS doesn't even understand that he EXISTS. It hollowed him out. And it was basically IMPROV.
