OMG I feel so dumb! I've watched this show tens of times for years, and I've always wondered why the first scammer with the bowls moves more than one stone. I always assumed a very doylist explanation, that it was an inconsistency, but mainly so that the young audience doesn't miss what he's doing... ... But now, I realize he makes sure that all the bowls have a rock under them during the first game because he WANTS Toph to win it. He WANTS to make her believe she's just that lucky. He's got bags of silver behind him, so what if he loses one coin? Then, when the stakes are actually higher, he removes all three rocks (or tries to anyway). Man, years in and this show still surprises me with how smart it is!
