From a meta standpoint: Harlan has a story he wants to tell, and it's unlikely he'd derail the entire thing with a this or that choice we were given. The details of that story, such as if Arthur will see the end, are up in the air. But it's unlikely this is the end of the story period. That said, yes Arthur is allergic to staying dead thus far

And from a story standpoint, Arthur has usually been the conscience for John. Removing Arthur, even for just a little while, and making John make the decisions for himself and grow on his own is a good way to show how John has grown. This season is mostly about John, if he wants Arthur back, he needs to prove the hag wrong. It's a good story telling choice honestly
