alright, sorry for spamming. been chatting with the ol' GPT about this for a bit, and there seems to be some consistent probability that the first option is 'open the bag' or some variation thereof. GPT can't decipher the thing fully, even if I give it clues like 'related to the podcast Malevolent,' 'has to do with a bag,' and 'works of Lovecraft.' It keeps going back to "seventeen-four 14" which might be a date? but I can't find anything notable that might have happened on April 17, 1914 (and I doubt we're talking about 2014 here). Ok, so...I'm getting a little bit obsessed and I'm going to walk away for a bit lmao

Chat GPT has correctly identified it as a ROT13 cipher, but given that it doesn't really know how to solve ciphers it didn't translate it correctly. rot13.com is a much more reliable way to solve ROT13 ciphers. It gives: "One-hundred and seventy-four fourteen thirteen Ninety-eight fourteen thirteen"

Last chapter BJ offered “…choose to follow… or… cautiously” and second option was to be cautious. I’m thinking a similar pattern can be followed here to vote in the spirit you want even if the exact wording/specifics aren’t solved. If so, then the first choice would be about trying to get the bag back (and likely fall into the trap) and the second may be about choosing to leave it behind / abandon it (avoid the trap, but lose everything not on Arthur’s person and the risk of Yorick falling into other hands and revealing information to an entity they don’t want him to).

I converted the numbers into text using an A1Z26 number cipher then turned used the detect feature on an online base64 decoder and got pigeon in Japanese. I don’t think this is related but it is pretty funny 😂

If you look at the letters (past all the squiggly bits and extra lines over the letters), it ends up being what's called a rot13 cipher. It basically means take the letter given and find the letter in the alphabet that comes 13 places later. So A=N, B=O, C=P, etc. It ends up spelling out the numbers I wrote in my previous comment. There are rot13 translators online, or you can be weird like I was and actually write out the alphabet in two equal rows like I did and manually translate from there 😅
