You guys make me want to pull out my hair. He needs to investigate the room. I doubt Mr. Scratch was held back by a mere door lock. There's gotta be some clues on him in there.

I think investigating the woman’s room should be done first, purely for economical reasons. Going to interview the grocer and then back into the house would look weird, and might attract Marie’s attention if she comes back. And examining the room will give us more of an idea of what to ask the grocer, hopefully.

I think the context the grocer will give us is more important. Plus if she comes back while Arthur is in Scratch's room there is more opportunity to question Her as well

I’m voting for the room. I don’t think the grocer will have any information that would be beneficial there (200 years?!), but may for other boarders and Marie. Also I have poor impulse control and can’t imagine walking past that room on the way out to the grocery.
