I think you misunderstood the "brainwashed" thing, at least what Vito said: he was saying that the NAVY was using the comic to "brainwash" the children of the world to look up to the marines as heroes of justice. Basically, recruitment propaganda. I think that was what chat was mad about too.

The numbers thing is actually pretty normal in Japan (although this family definitely takes it to extremes). You've heard the name "Ichiro"? Literally means "first son." Jiro? Next son. Sanji is also a normal name for the third son. Yonji... yeah that one is getting weird.
