A problem OP has, and it's not a criticism, is that because you have such a large cast of important characters just in the Straw Hats alone, that you simply can't give them all adequate screen time at once. Hence why you have periods where certain characters do feel neglected. Again, it's not a fault of the anime, or Oda. It's just the reality of having so many well-developed, important characters.

I always picture one piece as a dnd campaign, but now has like 25 players and the dm has to use 45 named npcs, so 1 round of combat takes like 6 hours

That's a really good analogy, honestly. OP is a great example of why the vast majority of anime/manga tend to stick to a fairly small main cast. Because it just gets very complicated, and characters end up feeling neglected.
