It's like they said in an earlier ep, Ryo's family is rich and they give her a huge allowance but she burns through it really fast. As far as the food/eating weeds, I'm guessing she doesn't live with her parents and they basically just send her a check every month. IDK about Japan in reality but in anime it's pretty common for kids to go to HS away from home/rent a 1R or 1K apartment/live on their own
