This was written not long after details came out about the Tories (UK Conservative Political party) who were in charge in the UK when Covid came, they had lots of parties and gatherings and broke every single rule they put in place for all of us, they literally partied while people died alone in hospitals and funerals were done online because families weren't allowed to see them, so all of that is Moffett giving a big middle finger to the UK government of the time. Moffett has always been big on people not dying, but just living in a different way (Joy as a star, Bill with Heather, Clara with Me in a diner somewhere etc) he likes to explore what different ways living can actually mean and so while like you say, Joy essentially giving her life to save the planet is sad, it can also be seen as her choosing to live with her mother in a happier existence, whether or not people are into it is a different story lol But I think it's always something to keep in mind for a Moffett story. Also, Trev is a real one! Also as you say this is the last Christmas special - sad, not Joy :( - and I'm glad the Moff got it, he always knows how to do a Doctor Who Christmas special (Christmas Carol, Lion witch and the wardrobe one, Last Christmas, this one etc) he just gets it, and I really like this one too. At the time the episode was built up about the Doctor and Joy but afterwards everyone was giving all the love to Anita! Her and her relationship with the Doctor was a strong point for many people in this episode, people were like so is she the new companion or.... lol Really enjoyed the Doctor having a go at himself too! It was funny but also quite on point... also Ncuti showed a really good dark side here too and every Doctor needs that every now and then.
