It's timestamp 42:44 from the reaction ep. "Martinez: Just got word. Someone barbecued the pit biters. The Governor: Who? Martinez: Got a few sh*t stirrers in the bunch. Tyreese and his sister. The Governor: Send them over to distro."

Thank you, I was also going through the reaction videos trying to find when exactly they said it. I will admit though the show verbally named their relationship to each other a lot less than I thought they did, so that’s my bad. I still think they acted very sibling-like. If they were married or dating, there would have been moments of physical touch and romantic energy to show that. I am glad they didn’t do the thing films and tv shows do where they call each other “big brother” or “little sis” every other line, because real siblings (typically) don’t talk like that, but now I’m seeing why writers choose to do that so often.
