I think its worth mentioning the opening - how the lowborn are shocked and calling it a bad omen for a dragon to be dead. The targaryens combined with dragons are seen as "otherworldly", almost godlike. They're sentient medieval nuclear weapons, so to see one beheaded and paraded around is beyond their wildest imagination, and as hugh said "It's just meat..." As you questioned "wait did they think they couldnt die?" - I think the answer to that is yes, remember Vhagar is the dragon most of them are "familiar" with as he rests near kings landing and is aemonds mount, she has been alive for around 180 years during HotD, and dragon deaths are *almost* unheard of. Granted other large dragons during this time are younger, however when you consider this is a time period where living to 40-50 years old as a peasant is considered a long life, it starts to make alot more sense how these giant flying lizards are viewed as immortal. These ancient, godlike, seemingly invulnerable beings that live for hundreds of years, have protection in simply being what they are, none would dare cross one. But the greens have just shown the whole world "oh btw we can kill them, no biggie" It's not only an incredibly worrying thing for the small folk, to one second think "oh vhagar protects us, we're safe" then the next "oh shit this means vhagar can meet the same fate", but also a complete blunder strategically. As I said previously this bond and ownership of dragons makes the targs godlike in the eyes of most of westeros, so to kill one then parade it around publicly like its no big deal immediately does massive damage to that "godlike" image, and removes a layer of their innate protection, they're showing that they're alot more vulnerable than anyone could have ever thought.

it was viserys and daemon’s mom in daemon’s vision 🥴😂 she died when daemon was 4, so he doesn’t remember what she looked like or anything. she died after she gave birth to their brother that died not long after her as an infant (and guess what, his name was aegon also 😂).
