Just extract into your Richard Burns Rally root folder to merge the Maps folders.
The changes made to the stages by this update are then automatically applied, no manual installation after that is necessary.

Since the free version doesn't include the Service Park Launcher there is no way of randomizing the clouds. Trying to compensate for that this free update includes Hi-Res versions of the vanilla clouds and a couple of extra clouds for each cloud type (patreon version comes with 120 different clouds). See the manual for instructions how to use and apply the clouds. Spoiler Alert: it's a hassle...
