Joe knew it would be impolite to not follow up mr. Stevens suggestion, especially if Joe in reality wanted to be tied up by mr. Stevens. But since mr. Stevens brought the rope and asked Joe to use it, Joe had to prove his skills. Maybe as some kind of an exam about ropework and also about how to do things securely

(Another outstanding picture and story!) Mr Stevens has kept himself.looking quite fit which I imagine wasn't lost on young Joe. Perhaps Joe had fantasized just such a scenario back when he was in Mr Stevens' class, so when the offer was made he almost jumped at the opportunity before deciding to act somewhat hesitant.
