Keep in mind Haylo, there are two different people that have been mentioned under the title of Empress Dowager. The current Empress Dowager (mother of the current Emperor) appeared briefly at the garden party in season 1 holding Lingli. While we don't know exactly how old she was when she gave birth to the current Emperor, but when Maomao was told (in a whisper) she looked sick. There's also the PREVIOUS Empress Dowager (mother of the previous Emperor) who is the one that had Maomao's dad expelled from the Rear Palace (after having a bone removed from his knee). I can't remember off the top of my head which one was brought up regarding the forestry laws and sewage construction you mentioned, so I won't comment on that, but you might want to double check and make sure you haven't conflated the two characters.

To make it a little more clear, the late emperor's mother is often referred to as the Empress Regnant, or more simply, just the Empress. The Empress Regnant was responsible for a lot of major changes in the country, for better or for worse. She was the one responsible for the ban on logging, which negatively impacted the timber and paper businesses, but could be seen as a positive for other unnamed reasons. I can't recall if she was the one who implemented the sanitation system or not, but I wouldn't be surprised if she was the one to put it into effect too. We will continue to see her and her past actions being brought up all throughout the story. Though we've never met her, she has definitely had a profound impact on the workings of the current story. When someone in the story mentions the Empress Dowager, they are referring to the Current Emperor's mother. She has a name, but I will not mention it yet. I think most people refer to her by her real name to lessen confusion between the two women. By this point, I do not remember if the Empress Dowager has made any significant changes herself, unlike the late Empress Regnant. Interesting! :D
