I think Jesse is more correct here than Walt. We've seen how the Cartel operates. I don't think Walt is honestly going to be happier working for the Cartel than he is working for Gus. He's just gotten fixated on the idea that Gus is his whole problem and if he just kills Gus all the problems would be over.

Tuco (who was an agent of the Cartel as part of Hector's family) was planning to put Walt in a lab in Mexico where he'd never see his family ever again. I don't know if he's realized he'll never be allowed to quit yet or not.
