Yeah E is unstoppable, use it whenever you need that effect for sure.

Does Hogger still S-tier after these few nerfs he got? - Rage decay rate from 10 to 13 per second. - On the Prowl - 45 seconds cd instead of 40 - Pummel - Spell power reduction of 30% instead of 50%

Yes, but before the nerfs he was more highest end of tier S, the best hero in the game for quite a while. Now he is more at the low end of tier S, still very strong but not batshit OP and you have to play him well.
