Burnout Career Content

Added a new Burnout progression track with level-based bonuses for event payouts and discipline XP.

Introduced burnout freeroam events, scoring, HUD support, and leaderboard/reward handling.

Added a new burnout area in West Coast USA with updated barriers, decals, and trigger zones.

Freeroam Event Reliability

Improved replay handling so freeroam events stay correctly blocked during replay playback.

Fixed replay state syncing to better prevent rewards or event triggers from firing at the wrong time.
