Boogie actually has will/want to do something. From the description of the town in Eternal Undying Love which is totally not Festus lol, It sounds like Brett has kinda given up a while ago. He talked as if there was no opportunity or chance for something better than a subsistence lifestyle. Boogie, despite the constant pity parties, actually seems to think he can attain something and get somewhere which to be fair he kinda has even if its just being a scripted lolcow, one who does make a bunch of cash.

I think he said the truth the first time and then quickly retconned it to make it seem like he was trying harder.
