The difference between Moriarty and Mamma Holmes is that Moriarty just likes playing games and as she mentioned the last time that she is much much more brilliant than the men and yet the farthest she can go in society is still in servitude of these men while they rule and take credit for everything. for if that is the case, she will at least benefit from their richest like the last movie too, she was redirecting some of the money from the treasury to herself and she does not case who is collateral in between, she will kill people and she like to see people suffer. whereas Mamma Holmes is in the same situation where she is the most brilliant, much much nore than the men but of no use in the society so her answer is to make noise, fight for women so they can have equal rights to have space in society to utilize their worth. Mamma Holmes is not hurting anyone, she is also not stealing from anyone as far as we know. in the first movie, the money she was using was money sent by Mycroft to take care of the estate and bring up Enola but she was using it on the cause instead and saving it. she blows up infrastructure with no harm to people. and if she talks about the restriction she faces cause she is a women, her action and fight are for the community at large whereas Moriarty is using those talking point just to serve a purpose for herself. stealing from the rich is fine too specially these people as she calls it 'blood money' but the women killed, sherlock and mamma tucksbarry suffering for days - served no purpose if the goal was to free people (like the Malta revolutionary society) or to help women (the women she kidnapped also suffers from the same society). So yes Moriarty talks about all of this, and yes society is unfair for her too but that's not her goal. the basic premise of Moriarty is as they have said 'it is all a game and it was fun'.
