Buffy's into Owen because he's cute, mysterious, and seems mature. Owen's into Buffy because she's cute, mysterious, and is pretending to be more mature than she is. But I believe Cordelia is into Owen because from the literal first episode she's clearly been obsessed with Buffy and this is a way of being close to her, but she's weird about it (personal theory). Could be because he's cute, mysterious, seems mature, and all the other girls seem to like him, so she MUST have him for status...but I genuinely just think she's obsessed with Buffy. They also have plenty in common for teenagers... they're in the same grade, both blonde, both cute, both mysterious, both curious about each other. They're kids full of hormones. That's all they need.
