I believe that after episode 25, the series took a very long break. So with the return of episode 26, they added half an episode's worth of recap to just get everyone up to date before moving onto the next arc!

For the confusion about the countdown and the transmission of a message: my understanding is that L knew that any point during the series he could die, so he had a contingency in place where if the timer went on long enough without him being alive there to reset it, then it would send the message to Watari's orphanage that he had passed away.
