Light has already written The names of the people (and the times of death) he wants to kill weeks / months in advance for the specific reason you're propagating on how to possibly catch him. Even if someone were to detain light or distract him for a long period of time, deaths would still occur. He began doing this early on when they started suspecting that he was a student and since they noticed that he'd only kills when school is out.

I realised recently the thing with the 4 photographs might not just be to try and piss light off. L knows light has incredible deduction skills, and catches him out it, because light assumes there are only 3, something only Kira and L/police would know. I know its kind of obvious but i never realised it on my first watch
