Being a US citizen is a birthright privilege. It is not a card that gets you out of trouble abroad. As far as the war goes, the front lines have barely moved in a month except for slow gains by russia from two directions in the east. I think russia is pretty aware that america wants this war to be Afghanistan 2 for them which is why they have stuck to nonstop artillery strikes for like 8 months, and ceding ground instead of pouring in reinforcements and fighting to the last man like NATO wants them to. (Not that they could anyways, they were too spread out for an invasion force their size.) Wagner may be "old fashioned" in recruiting from prisons like its 1750 again, but I cant imagine those guys having a healthy civilian life after prison-->combat-->discharge, assuming they actually do get exonerated for combat service.

I think a big part of it is the wish to be a national star rather than a states leader. For many the federal government is the only thing that matters.
