I can't be asked to go into the politics but Carson is right to address the moral ambiguity of the 5 elders as we don't know the history. I'd argue that can extend to the Celestial Dragons too. Every group has good or bad people. (Axe hand Morgan vs Koby as a Marine example). It is people's MINDSET that is bad, in Oda's opinion. He views conflict in the world and discrimination as meaningless. Remember, in Fishman Island Otohime and that one Celestial Dragon whom she risked her life to do talks with away from the kingdom actually bonded. Also Donquixote Homing was a guy with only kindness in his heart. He was so kind, even, that he was oblivious to reality. It's important to say, that with all these political moves that the Regolutionary Army are doing actually goes against Oda's own political views and philosophy. At the end of the day, "We all bleed the same red blood." For Oda, all this shit is meaningless. As such, in Oda's mind, raging war on the Celestial Dragons would not be a "path toward the Sun" - a phrase from the legendary narrator at the end of the beautiful Fishman Island arc. This view can be applied to any conflict or discrimination in the One Piece world
