Alternative Second System Configuration Tool (Patreon)

Around the same time that I created the Second System Config utility, another user announced their intention to build their own take on it, using the .NET Framework as opposed to pure win32. However, it does provide some interesting features including a design based off Microsoft Visual Studio property pages.
