Armando is the president of SAMTAZ (Sons of Anarchy Tuscon Arizona). He's not affiliated with Marcus Alvarez and the Mayans in any way at all (other than them both being Latinos). The Men of Mayhem patch is awarded to and worn by any member of the Sons who has killed for the club or has gone above and beyond in serving the club. Being awarded this patch is a high honor and basically solidifies you as one of the top members. Clay gives it to juice because he thinks he's the one that found the coke and killed Myles because he had stolen it. Plus, Juice gets all their intel and basically run the club's communications. No other clubs wear this patch.

just looked it up cuz i didn't really know what it meant when Clay gave that patch to Juice: The Men of Mayhem patch in "Sons of Anarchy" was limited to only some characters, and for good reason. To earn one of these patches, a member of the club needs to prove themselves in some way and do something invaluable for his brothers. This means a member has put themselves in great danger for the sake of the club.
