I started doing this one as a gag, and then thought, eh, why not? It's probably not technically NSFW, but I marked it as such because searching for that tag is the best way to see all the pinups. The second speaker is Deus, in case there was any doubt about it.

I think Math is less of an equal opportunity perv. Isn't he, like, very specifically into big boobs? IIRC that was stated to be a big part of why he's working with the ARC in the first place, female supers always have big tits. So I don't think he'd perv over Cthillia in this way. Granted, he's way less likely to be in this position to be able to perv over Cthillia in the first place, but still, while I think of he somehow was in this position, he'd feel compelled to make a lewd comment and stare like a perv, I'd say the dialogue suggests the off-camera example probably means it and Math wouldn't.

I think it's probably, actually, the context, if we're talking about the people who like to censor sexual stuff getting bent out of shape about it, I've seen them get that way about barbie dolls, but not just depicting them without clothes on, but specifically depicting them stripping counts, even when the result is no nips or vag.

Ultimately, it's a 'feelings' thing. Specifically, is it possible that with how things are portrayed could someone view it as sexually enticing in an erotic manner? Remember, there are certain types of soft-core porn and ecchi material that don't actually expose anything nominally considered inappropriate, but they still require the NSFW tag. Of course, in those situations adding some censoring can make the images far more tantalizing than they really are. For example: Criminal Girls: Invite Only on PS Vita and PC. They 'censored' the images from the discipline scenes for the NA release, but you can find the Japanese originals online, and the uncensored versions ended up being _less_ erotic than the censored ones as the censoring in many of the 'late' discipline stages make it look like the girls have things exposed that they actually don't. Of course, the dialog in those scenes (especially in the 'late' discipline stages) is an entirely different drawer of sex toys, and strangely that _didn't_ get censored and only makes the censored images seem that much more erotic. Hell, I'm convinced the only reason the game didn't get an AO rating with the ESRB is because that rating explicitly requires graphic depictions of sex (for the sexually related tags) and the game never crosses _that_ line, regardless of what the dialog comes across as.
