She’s literally being comforted by the Queen of spirits, a blonde fairy. That’s Ramiris, before that form died. Way back in season one the dryads said they got separated from the Queen of spirits when the Queen died and they had no connection to the new Queen. But that’s just Ramiris being reborn, as she is now she’s not at her full strength yet. And the fact that she’s there with Guy and Milim, the three of them are the 3 oldest demon lords.

Raphael more or less just looks like Rimaru as she just uses his body and does not have one of her own

They don't explain this in the anime, but in the Light Novel, Milim gives total control of the power she's outputting to Rimuru/Raphael. He has to not only protect and grab the soul of the dragon, but also control the amount of power Milim is using to hit the dragon.

@Daniel Pitts close, Milim's rampage was actually the incident that caused Ramiris to be corrupted in the first place and started her cycle of reincarnation. Milim's rampage was thousands of years ago, Ramiris has died and been reborn multiple times since then.
