That moment when I disagree with literally everything you say about starting relationships at the part with the foreign exchange student that summoned them. Like, that might literally be just a me thing, but teenage me literally would and did reject some girls straight up, so way off on the "just say anything" part. Like, you might not have had standards as a teen, but don't project that on others. And secondly, I'd have been flattered if a girl ever wrote me a love letter, and YOU are weird for finding love letters weird, and for thinking the recipient wouldn't go talk to the the one who wrote it.

Here's some information to answer your questions about the pacts that they make based on the information provided in the books up to this point: What are the pacts and what do they entail: Basically a person acts for a wish to be granted (may or may not involve magic) and they pay an equal price (equal is important here). The price may be as low as a few dollars and may be as high as their life. Also, in this world it is blatantly stated that not all people are equal. For example, in the book, the first guy that Ise met (the guy that he ended up watching dragonball with) asked for a couple of things after Ise showed up, but they all would have cost him his life immediately. He wanted money and he would have died as soon as it started falling from the sky. He wanted beautiful women and he would have died as soon as they appeared in the distance... it is implied that his life is not worth much. How do they find these people: He has a device (it looks like a gameboy advance) that detects levels of greed in the area they are allowed to work in. When a person's level of greed exceeds a certain threshold, they become able to see devils when they are working and they appear as a dot on the device. Most people cannot see devils when they are working and that is why nobody besides the client and other supernatural beings bother Ise when he is out in the middle of the night handing out fliers. Also, the fliers have an enchantment on them that makes people who have a certain level of greed want to use them. How is a price determined: The above-mentioned device does this. Basically, Ise (or whatever devil using it) inputs the clients personal data and wish. The device then spits out the price. What do the devils get out of the pacts: From what has been explained so far in the books up to this point, the devils get two things from the pacts. The first thing is the actual price of the pact itself. It's basically, perform service, get paid. The second is alluded to by the stray priest Freed (the crazy white haired guy from the last arc). When he was talking to Ise in the house where he killed the client. He stated that devils feed off of the greed of humans to survive. That's why he has to kill the people that would call out to them. He does it to starve the devils. That is all of the information given out at this time.
